Getting around the traps

General Manager, Alan Stewart advised the November meeting of council that he had received a copy of a letter from Peter Webb, member for Monaro regarding the Department of Urban Affairs and Planning's White Paper <>.

The letter included the text of a motion moved by Mr Webb in the parliament which raised concerns about representation on various <> committees and forums, noted the difficulty of preparing state planning policies that will be relevant at a local level, and called on the minister to hold further community consultations before introducing the draft bill.

Mr Stewart recommended that the council write to Mr Webb commending him on the stance he has taken in the matter.

Cr Hart asked the staff to refresh his mind on what this is all about.

Manager of Planning, Alan Bawden, explained that <> is a State Government proposal for a whole of government approach to planning which would apply local, regional and state wide policies in a logical order. He added he had only seen a glossy brochure about it.

Cr Hart then asked what this particular submission is about.

Mr Stewart replied that it is just something that is getting around the traps.

Cr Harrex couldn't recall the council having adopted a policy on the Paper. He wondered why the council was being asked to support Mr Webb's motion.

Mr Stewart replied some councillors had raised concerns about the Paper.

Cr Hassall added that Mr Webb was representing our interests in parliament and was asking for our support.

Cr Harrex retorted he hasn't yet been given a good reason for supporting this action. Adding it seems we're just sucking up to Peter Webb.

Cr Waters then moved that instead of endorsing the General Managers recommendations, the letter be received.

Cr Waters motion was put and carried.

[The <> White Paper was circulated to councillors with the March 2001 notice paper. In an accompanying memo, Mr Stewart advised that the Manager of Planning would provide a more detailed report to the April meeting when he had time to consider the Paper in more detail and after he has had the opportunity to attend an information session. That report was never presented to council and the council has never adopted a policy towards the Paper. - Editor]
