Cr Richard Graham objected, moving a motion that the recommendation be received but that Council not adopt the recommendations of the committee.
The contentious issues in the Committee minutes were the recommendations included that ; "any proposals to change verge treatments or gutters within any built environment be referred to the Heritage Advisor for advice before work commences.
The Committee asked Pip to contact the Mayor and convey the Committee's concerns regarding the current guttering work in Molonglo Street and ask if work can be stopped. He agreed to do this first thing in the morning."
This recommendation had been made after Council had debated at length the kerb and guttering of part of Molonglo Street and Turallo Terrace in Bungendore adjoining the new Turallo Creek Bridge. Several local residents had objected to the aesthetics of the work, and the 50% payments they were required to make to council to have the work done.
Another of the recommendations in the HAC minutes was that: "any development application that will result in the loss of an item listed in a local environmental plan or development control plan, or is on the same land parcel as a listed item, be determined by Council and not delegated to staff;" and that "the advertising and/or notification of such applications and of the subsequent determination clearly state that demolition is involved."
A further recommendation was "that Council adopt the draft Bungendore Heritage Discussion Paper with the amendments agreed to by the HAC and place it on public exhibition."
This Discussion paper sets out heritage precincts for Bungendore, not unlike Braidwood's, and also sets out strict guidelines for setbacks, compatible materials and recommends that unrendered or unpainted brickwork to new buildings or additions be "generally prohibited" as well as zincalume finish on roofs.
Cr Catherine Moore, who is the Council representative to the Committee, unsuccessfully attempted to foreshadow a contrary motion.
Cr Graham said that it was "not so simple as stated by Cr Moore" and that the recommendations created greater complexity. Although there were protests from some councillors that what was the point of having the committee if the recommendations were not adopted, Cr Graham's motion was passed.
