At the Council meeting 24 January 2008 Council considered a report by the General Manager recommending that consultants be engaged to assist in the preparation of he LEP and that the deadline of gazettal by 31 March 2009 would not be met unless these additional resources were employed. Council resolved not to engage consultants as recommended.
At a Council meeting on 27 March 2008, a report with a delayed schedule was noted by Council but not accepted. A "realistic timeframe for finalising the LEP" using the resources available was presented to Council by planning staff, which would have had a draft LEP for consideration by September 2008 and possible certification by February 2009. However, Councillors did not accept this new timeframe, by which time the report says, "it was probably too late to think about employing additional resources as Council had basically missed its opportunity of getting an LEP drafted in time to have it certified by the DOP by September 2008."
Certification by the NSW Department of Planning is likely to take around four months.
The report says that "with the two staff available to coordinate the work" it is not possible to make the deadline and that it was "was not realistic to consider then that a shorter time frame was possible."
It is proposed that a report will be presented to the Council Meeting 24 August 2008 on the submissions on the rural discussion paper and on a draft strategic directions paper.
By contrast, the Bungendore Strategy, which is to be paid for by landholders and will be prepared by consultants, is likely to have some resolution in 6 weeks.
