Water and Sewer charges still on agenda

With 20 year financial plans for each of the water and sewer schemes, and accounting for grants, and 1.5% increase in costs from fluoridation and inflation at 4.2% this year, non-residential ratepayers will pay access charges for both water and sewerage based on the size of the water meter.

The budget sets out figures of $1.59 million in upgrading Bungendore's water infrastructure, and $370,000 for Braidwood to design the new water treatment plant and clear water storage, and continue the mains replacement program. Nothing is planned for Captains Flat.

The Water supply tariffs range from $391pa for a 20mm meter size to $9,769 for a 100mm meter.

The pain will come for high water users in Braidwood and Captains Flat with usage charges at $3.23/KL and $3.62 KL over 200KL respectively. Bungendore's rate is $1.90KL over 200KL.

Ongoing works to upgrade Braidwood and Bungendore's sewerage schemes are budgeted at $8million for Bungendore, and $7,315,000 for Braidwood (completing both treatment works by 2010) and nothing for Captains Flat.

The residential charge for sewerage access will be $878 for Braidwood, $873 for Bungendore and $801 for Captains Flat.

Also covered are the ongoing works to upgrade the sewerage schemes. Sewerage pricing for non-residential properties will include an access charge (based on the size of the property's water meter) and a usage charge (based on the assessed portion of flow through the water meter that is returned to the sewer).

The Draft Plan says that "as the new pricing arrangements will result in substantial increases for large meter sizes and bigger users Council has agreed that these non-residential charges will be phased in over three years."

The non-residential sewer usage charges in 2008/2009 will be Bungendore - $2.64KL, Braidwood - $1.51/KL, and Captains Flat - $2.70/KL.

The nominal non-residential sewer access charge for a standard 20mm water meter will be Bungendore - $846, Braidwood - $1294, and Captains Flat - $1007. However, during the phase-in period a multiplying calculation will be used in determining the nominal access charge for each meter size.

The report cites an example of a typical non- residential sewerage bill for a Braidwood property with 20mm meter & 80KL/yr water usage, being $1344; and a non-residential Bungendore property with 40mm meter & 1500Kl/yr water usage at $5,368.

The Draft Plan also sets out borrowings of $6.56 million for infrastructure, which is all for Bungendore, except $150k for the Nerriga Landfill and $270k for Braidwood's water treatment plant design.
