The publication of NSW government ministers diaries for the first time has shown the lobbying by the clubs industry, which signed a four-year Memorandum of Understanding with Premier Mike Baird in October.

Greens MLC John Kaye said a freedom of information request had revealed the Minister for Hospitality, Gaming and Racing, Troy Grant, didn't consult the Office of Liquor Gaming and Racing about the "sweetheart deal" with the clubs.

"Policy in NSW is once again being written by the clubs and driven by their determination to expand, regardless of the impacts on the community," said Dr Kaye.

The MOU commits the Baird government to considering expanding tax breaks on poker machine profits for clubs to operate childcare and aged care services, and making it easier for big clubs to obtain more poker machines from small clubs.

Clubs NSW held quarterly meetings with Mr Grant and his predecessor George Souris. Between July and September, Clubs NSW also met Mr Baird, while the Panthers Group met separately with Mr Grant and Penrith MP and Sports Minister Stuart Ayres.

No advice on the deal was sought by Mr Grant's office from the OLGR in 2014.

Dr Kaye said the Clubs NSW deal was "all about buying votes at the next election".

"It is impossible to say what impact advice from the government's experts would have had on the deal but at least there might have been some improvement from an independent set of eyes watching the negotiations," he said.

Mr Grant's spokeswoman said the minister's office "constantly receives briefings from the Department on issues across the portfolio" and this included matters covered in the MOU.

Labor has meanwhile questioned a meeting between Treasurer Andrew Constance and detention centre operator Serco recorded in July. The government had previously refused to confirm a meeting.

Serco is one of two multinational companies expected to bid for the privatisation of HomeCare services to the elderly and disabled next year. The privatisation plan was announced in September.

Not-for-profit groups are angry they are likely to be excluded from bidding.

Labor's disability spokeswoman Barbara Perry said: "It is common knowledge that the Treasurer has taken over the tender process for the transfer of state disability services and we would like to know exactly why Andrew Constance is meeting Serco, not only before the tenders have been called, but before even the plan for the tender process had been finalised."

Mr Constance's diary records a "meeting with Serco executives regarding NSW and the global economy".

A spokesman for Mr Constance said Labor was "concocting conspiracy theories".

Mr Baird committed to publishing the diaries every three months to show meetings between ministers and people seeking to influence government policy. It was an important step in bringing greater transparency to government, he said.
