He admits that in hindsight it would have been better managed and not started until stage 7 was reached. In my view it should not have started until stage 10 was reached, ie: when essential energy has accepted responsibility. 

He says it was done this was because of community pressure to have it started. However, this should not have compromised the end result. 

It was only the RMS that wanted the absurd arrangement that is in pace now - not the local people. All they wanted was a simple zebra marked crossing from kerb to kerb, similar to the original one. So much for public consultation! 

The GM says that RMS owns the road. That is not correct. The RMS doesn't own anything but is responsible for the two centre lanes only, ie: where the zebra crossings will be (if they are ever done.)

However council owns and is responsible for the \road outside the two centre lanes

As Council is responsible for the design and construction, what has happened so far doesn't create a lot of confidence in their competence or understanding of public opinion.

The RTA wanted to do away with their original crossing some 15-20 years ago but Tallaganda Shire Council would never agree to it. I wonder what input Palerang Councillors had in this fiasco?
