NSW courts will be the first in Australia to accept the video statements as the main evidence in domestic violence cases.

Victims who consent to the videos being taken will avoid having to relive their experience multiple times by attending a police station, and reading out a written statement in court.

It is hoped the move will significantly increase guilty pleas by perpetrators, and reduce the number of victims withdrawing from cases.

"Never before has a victim of domestic abuse been able to articulate in court the detail and the raw emotion of an incident as clearly as when it happened," said Commissioner Scipione.

In 2013, 8775 out of 34,789 applications for domestic violence orders were dropped after the complaint was withdrawn.

Six hundred video cameras have been distributed to local area commands, and 2500 frontline police have received training in how to take the videos.

Domestic violence liaison officer with Blacktown Police, Constable Genelle Warne, says it is an extremely stressful and emotional time for women and their families when police arrive in a private home, responding to a call for help.

Later, reading out their statement in court, watched on by their abuser, many women are "awfully intimidated".

"I have had victims where I had to stand in front of them ... their bodies were physically shaking with fear," she said.

Even when the perpetrator appears on a screen via a videolink, these women tremble.

Constable Warne says the impact of emotional abuse causes "just as much damage" as fists.

Police Minister Troy Grant said trained officers called to a domestic violence incident from Monday would sensitively film the victim's video statement as quickly as possible.

"This will create a strong, timely piece of visual evidence for the courts that will reduce the risk of victims getting pressured by assailants into changing their stories down the track," he said.

The woman has to give consent to being filmed, and can choose to give a written statement instead.

Prosecutors then need to consult the victim on whether they want the video played in court, but don't need permission to play it. If a victim changes their mind, prosecutors must consider whether they think the victim is being pressured to withdraw from a case.

Janet Loughman, of Women's Legal Service NSW, which is monitoring the rollout of the system, said it will be important for women to receive support when they view their own video evidence.

"It is likely to take them back to the scene, in a very real way. The reality will be powerful evidence, but it will be difficult to be taken back there. Victims need to have a safe place to view the video before it is played in court."

The service wants small regional courts equipped with the technology to use the video statements.

Victims may still need to attend court to be cross-examined if the defendant pleads not guilty.

NSW Attorney-General Gabrielle Upton said: "We do know the court process can be stressful, and at times traumatic, for the victims of domestic violence. Our reforms will reduce the stress of the court process and potentially increase the number of early guilty pleas."
