The first tender for the 5.2 hectare site was aborted in June when the NSW government revealed it was to construct a new metro station in the area to cater for expected 28,000 visitors a day, being office workers, tourists and residents.

Barangaroo Central is the final piece in the development and was previously valued at about $1 billion. The original tenders were Grocon, Lendlease, Cbus and Mirvac, which are all expected to join the new bid, along with overseas developers.

The developers will have a chance to build a landmark that will offer state of the art office space as well as residential and retail, along with the public space.

It will add to the already full Sydney skyline, where more than 100 cranes are active in building Barangaroo, the International Convention Centre and out to Parramatta.

In announcing the new tender process, Mr Baird said the inclusion of a Sydney Metro station demands a bold design: "We are inviting the world's best to deliver a project of global significance for Sydney."

"Central Barangaroo will be the stepping-off point for thousands of workers and visitors every day, but we want to ensure it is a dynamic destination in its own right, while maintaining the green open parkland and cultural space always envisaged for this part of the precinct," Mr Baird said.

Craig van der Laan​, the chief executive of the Barangaroo Development Authority, said under the new tender, the potential area has been extended to 150,000 square metres, but the 50 per cent public space requirement still stands.

"We are looking at having a world-class mixed use development, but retain the important public area footprint," Mr van der Laan said.

"The metro station is a game-changer for the precinct and will add to the mix with potential for an underground retail concourse."

He said the addition of the station will make the whole area more accessible from the office precinct in the south to the Barangaroo headland in the north.

"Central Barangaroo was always going to be a vibrant precinct. This is the next great opportunity to achieve enormous social and economic benefit for Sydney," Mr van der Laan said.

It comes as the first office tenants from Westpac and St George have moved into the International Towers.

Last week the Tower 3 at Barangaroo South was "topped" off at 39 stories. It will be the future Australian headquarters for Lendlease and KPMG.

Lendlease chief executive Steve McCann said at the ceremony that like its sibling buildings Towers One and Two, Tower Three is one of the largest high rise office buildings in Australia to receive a Six Star Green Star Office Design v3 rating from the Green Building Council of Australia.
