It is a unique example of one of his works, as it could be seen from every side.

Most of Manfred's buildings for the inner Goulburn area were designed with only one impressive street appearance, while the less-easily seen elevations were practical arrangements, rather than attractive.

The house was designed for Arthur William Bullen in 1886 and it is now used as the Goulburn Rectory for Anglican Christ Church West. 

Arthur Bullen was born in 1850 in Cherry Hinton, Cambridge, England.

By 1886 he was living in Goulburn and married Mary Blackshaw of Goulburn.

He was a highly-regarded accountant and held important positions.

For the Bullen House, Manfred provided a variety of bay windows, doorways, steep roof, balconies and chimneys that together have a strong unifying form with architectural interest from each side.

The building contract was signed on September 20 1886 with Thomas Lee, a Goulburn builder.

In 1892 Manfred designed a two-story brick addition. The villa was built by Taunton and Grant builders,

Original features can be seen throughout the residence which boasts a formal lounge and dining rooms, staircase, study or office.

The kitchen and dining are of large proportions. 

There are three/four bedrooms, two bathrooms, a lounge room, studio or playroom plus a garage, carport and water tank.
