The package will help fund rebates on council rates, pastoral lease rent relief, an expansion of the Rural Financial Counselling Service and a rebate scheme for emergency water infrastructure.

"Our primary producers are the backbone of the state's economy and when drought hits there is a ripple effect that impacts individual farmers, families and regional communities," Premier Steven Marshall said on Tuesday.

"The dedicated $21 million drought support program is designed to help reduce the immediate burden on our farming community and assist our farmers get through this drought.

"This package builds on the support measures already in place and we will continue to work constructively with industry and federal and local governments to ensure assistance is targeted and effective."

In some parts of SA, especially the north, farmers have reported conditions are the worst they have ever experienced.

Further south there has been more rain, but falls have been sporadic with some areas getting little or no relief from the big dry.

Primary Producers SA chairman Rob Kerin welcomed the state government funds.

"There are a percentage of farmers greatly affected by drought and this assistance will help them, and supplement the Federal Government Household Support," Mr Kerin said.

Federal Drought Minister David Littleproud said the SA package was the "sort of leadership we are looking for from our states and territories".

"Getting through this drought isn't about playing games around who is giving more money," Mr Littleproud said.

"It's about making sure the drought response at all levels of government is agile, and that it is stepping up as needed."

Mr Littleproud on Monday intensified pressure on state governments to stump up more cash to help farmers, ahead of the special ministerial meeting in Moree, in rural NSW on Tuesday.
