It is understood the truck rolled on a sharp bend of the Kings Highway, just below Pooh's Corner, at about 9.30am on Tuesday, October 26.
NSW Ambulance said the male driver was able to remove himself from the truck before help arrived. He was not taken to hospital and suffered only minor injuries.
At 12pm, NSW Police, Rural Fire Service and Fire and Rescue crews were still at the scene.
Moruya Fire and Rescue firefighter Darren Gould said fuel tanks on the truck were being emptied for safety and to prevent any environmental impacts during the truck's removal.
"The diesel onboard the truck is being decanted into containers by Batemans Bay Hazmat 217," Mr Gould said.
Fire and Rescue 236 of Braidwood was also assisting.
One lane of traffic remains closed.
"The road will be blocked for a while; it could be five hours or longer, depending on how long it takes for the crane to arrive and how the rescue goes," Mr Gould said.
