It is inconceivable that the R.M.S. (or was it the Council?) ,should even start work on the unwanted pedestrian crossing before having the lighting details worked out.

The most likely explanation is that the R.M.S. will leave the crossings as they are, so that the people and traffic will get used to the situation, as it is in Goulburn.
The R.M.S. has long wanted to get rid of the original zebra crossing, so they now have the arrangement as they always wanted it, but not as the locals wanted it
