In 2014, Jodi McKay, now the opposition transport spokeswoman, called for Mr Roozendaal to be expelled after evidence at a corruption inquiry.

"I don't want to belong to a party that has Roozendaal in it," she said.

Mr Roozendaal was suspended from the party in 2012, having featured at a previous inquiry by the Independent Commission Against Corruption.

Evidence revealed the family of his corrupt colleague Eddie Obeid had provided Mr Roozendaal with a new Honda CRV at a discounted price.

Mr Roozendaal's suspension was lifted in mid 2013 when ICAC commissioner David Ipp, QC, found that, while the purchase of the car might have shown a lack of "judgment or insight" on Mr Roozendaal's part, there was insufficient evidence to make a corrupt finding against him.

In his final report on the matter, Mr Ipp found Moses Obeid, the son of the former powerbroker, had acted corruptly over his role in giving Mr Roozendaal a $10,000 discount on the car, which ICAC said was designed as an inducement for Mr Roozendaal to do favours for the Obeid family.

Mr Roozendaal acknowledged in his evidence that he had been lobbied by the Obeids, but no favours had ever been done.

It is not clear if Mr Roozendaal became aware his suspension had been lifted and for the next few years he failed to pay his dues, which lead to his membership being cancelled.

The re-admission of Mr Roozendaal, now the chief executive of Chinese property developer Yuhu, was determined by a membership subcommittee meeting on Friday afternoon. In a two-to-one vote on factional lines, Mr Roozendaal's membership was approved.

"What good is he actually going to contribute to the Labor Party?" asked Anthony D'Adam, a left-wing member of the NSW ALP's Administrative Committee who had referred Mr Roozendaal's application for further consideration.

"I personally don't think he brings very much at all," Mr D'Adam said, and claimed Mr Roozendaal, a former NSW general secretary, had been a divisive figure.

Mr Roozendaal later appeared at a second corruption inquiry which, in part, examined his political ally Joe Tripodi's efforts to achieve favourable outcomes for Nathan Tinkler's company Buildev.

Mr Tripodi was found to have orchestrated efforts to undermine Ms McKay's 2011 election campaign, which she duly lost, because she had rebuffed Mr Tinkler's efforts to secure a new coal terminal for Newcastle.

Evidence given at the inquiry about the leak of a crucial document from Mr Roozendaal's department to Mr Tripodi, who gave it to Buildev, lead to a corruption finding against Mr Tripodi.

However, when ICAC released its final report into Operation Spicer in August, no finding of corruption was made against Mr Roozendaal.

The commission found Mr Roozendaal, the then treasurer, had "directly or indirectly" leaked the report to Mr Tripodi, but there was no evidence he was "complicit" in Mr Tripodi's leaking of the report to Buildev.

Mr Tripodi had already been expelled from Labor after being found corrupt by ICAC in a separate inquiry of cafe leases over which his friend Mr Obeid is awaiting sentence.

Mr Roozendaal sued Fairfax over its coverage of Operation Spicer. The Herald subsequently apologised to him as part of a settlement of the matter in his favour. He declined to comment for this story.

Mr Roozendaal left Parliament in May 2013.

Later that year, Yuhu came to the aid of Senator Sam Dastyari who was being sued by ethnic media company, Diverse Communications.

As NSW General Secretary, Sam Dastyari had been instrumental in fostering the ALP's relationship with Yuhu's chairman Huang Changran, one of Australia's biggest political donors, who has given to both sides of politics.

The legal dispute, which was settled out of court, arose over a retainer Mr Dastyari had negotiated while he was NSW Labor Party boss.

In November 2014, Senator Dastyari disclosed the payment in his register of senator's interests as "support for settlement of outstanding legal matter provided by Yuhu Group Pty Ltd".
