The body was found in a small park near North Road at Avondale Heights about 5.45pm on Thursday, Victoria Police said.
"The cause of the woman's death is yet to be determined and an investigation is currently underway," a spokeswoman said in a statement.
No details about the woman's age or identity have been released..
About a dozen police officers including plain clothes detectives descended on the scene along with the State Emergency Services.
The body was found in parkland near the Maribyrnong River and is close to a Doutta Galla aged care home car park.
